Sam Wiley

Managing Director

Ocean Tomo, a part of JS Held

Sam Wiley currently serves as the Strategic Business Intelligence lead for the Specialty Services group of Ocean Tomo, a part of J.S. Held. The Specialty Services team combines technical excellence, patent expertise, and business acumen to partner with in-house corporate intellectual property (IP) groups, outside counsel, and financial institutions to dig into complex systems.

Previously, Sam was with LOT (License on Transfer) Network in 2023 and led LOT’s thought leadership and partnerships initiatives. In his IP career, he has examined patents with the USPTO, testified in Federal Court on the value of IP, and advised clients ranging from Fortune 100 multinational
companies to boutique law firms on implementing technologies that streamline IP operations and provide critical decision support on innovation strategy. He has been named to the IAM Strategy 300; serves on the Board of Directors of the Licensing Executives Society (LES) USA & Canada and the LES Silicon Valley Chapter; and is an instructor with the Association for the Management and Valuation of Intangibles (AMAVI).

Sam holds a BS in Computer Science from New Mexico State University and a JD from the University of Arizona, James E. Rogers College of Law.
