Program Description:

Wonder what is going on behind the scenes with intellectual property legislation on the Hill? The LES Washington, DC Chapter is pleased to have Dana Colarulli and Jeff Hantson provide insights into pending and proposed intellectual property legislation -- including language to “reform” on Section 101 of the Patent Act, the STRONGER Patents Act, trademark register “decluttering” and other issues. Join us for a non-partisan and informed discussion of current legislative topics and a look ahead as to what the Hill might act on in the short term and how it might affect your practice. Dana Colarulli is the Executive Director of Licensing Executive Society International (LESI). Jeff Hantson is a Counsel in the office of Senator Mazie K. Hirono (D-HI).

Speakers:

Dana Colarulli

Dana Robert Colarulli is a DC-based attorney and senior government affairs professional with more than two decades of experience working on legal-related technology policy and intellectual property issues in and with the private sector, the Executive Branch and the U.S. Congress. In various roles, he has served as a trusted advisor to corporate executives and government officials, managed and directed diverse teams that have led to the enactment of major intellectual property legislation, built coalitions to support policy positions and operational priorities, and proactively implemented strategic outreach and communications plans.

He is currently serving as the Executive Director of the Licensing Executive Society International (LESI), the umbrella organization of 33 national and regional associations for executives licensing intellectual property which serves as a platform for professional development, networking and collaboration for companies and firms throughout the world. He also consults on IP policy and legislative issues domestically.

Most recently, he served as the Director of the Office of Governmental Affairs as a member of the Executive Management team at the U.S. Patent and Trademark Office (USPTO). As the top legislative liaison at the Department of Commerce on Intellectual Property issues, Mr. Colarulli facilitated substantive patent, copyright and trademark and related policy discussions and advocated for USPTO operational priorities through two Administrations and nearly 10 years. Mr. Colarulli managed and grew a team at the USPTO to effectively engage Capitol Hill and build relationships with Members of Congress and other elected officials. Mr. Colarulli coordinated USPTO personnel to facilitate enactment of various legislative reforms including the 2011 American Invents Act (AIA), the Defend Trade Secrets act, and implementation bills for various trademark, patent and copyright treaties.

Prior to this role, Mr. Colarulli served as Director of Government Relations and Legislative Counsel for the Intellectual Property Owners Association (IPO), a well-respected national trade association of in-house counsel and law firms representing a broad range of technology companies. He has worked in the U.S. Senate, in a DC-based Law Firm and at the U.S. Small Business Administration.

He was born in Rhode Island and is a member of the Massachusetts Bar.

 

Jeff Hantson, IP Counsel to Senator Hirono

Jeff Hantson is a Counsel in the office of Senator Mazie K. Hirono (D-HI), where his portfolio includes intellectual property, antitrust, and technology policy, among other issues.  Prior to coming to the Hill, Jeff was a Counsel in the Washington, DC office of Wilmer Cutler Pickering Hale and Dorr LLP. During his tenure at the firm, Jeff’s practice focused on intellectual property litigation before federal district courts and the International Trade Commission, as well as Inter Partes and Covered Business Method Reviews before the Patent Trial and Appeal Board.  Jeff clerked for the Hon. Raymond T. Chen of the U.S. Court of Appeals for the Federal Circuit. He received his J.D. from Georgetown University Law Center (2010) and his B.S. in Electrical and Computer Engineering from Cornell University (2002).
